The members of the Network are professionals from all three sectors: the public, private and nongovernmental, including officials, experts, policy-makers and practitioners. Members come from all levels of the national and local government.

The membership in the Network is not formal.  The community of reformers is based on relationships built through mutual cooperation on business environment reform.
