Eugeniu Osmochescu
Eugeniu Osmochescu gained his LLM in Comparative Law and European Law from Maastricht University in the Netherlands and his PhD in law from the State University of Moldova. He has applied his expertise in regulatory reform, international law, commercial and tax law, inspection related matters and good governance to projects for a number of national and international bodies. He is currently Senior Private Sector Development Specialist (Team Leader) within IFC Advisory Services in Southeast Europe, World Bank Group, based in Belgrade – managing national and sub-national programmes for both Serbia and Montenegro and promoting regulatory governance tools, such as Regulatory Impact Assessment (RIA), in Bosnia & Herzegovina/Republika Srpska. Prior to his work with IFC, Eugeniu was Technical Director of the USAID|BIZTAR Project in Moldova and led the Regulatory Impact Analysis (RIA) Secretariat for a World Bank Competitiveness Enhancement Project in Moldova. From 2004 to 2006 he managed USAID’s policy and regulatory reform department, supporting the development of micro, small and medium-sized enterprises (BIZPRO) in Moldova, implemented by DAI. In addition to his legal and policy consulting, Eugeniu has been a part-time lecturer at the graduate law faculty of the State University of Moldova for more than 13 years. He has been a member of the Moldova Bar since 1994 and is the author of a number of publications on Moldovan and European law.
