SESSION V-E Inspections Reform
Regional Conference in South East Europe
SESSION V-E Inspections Reform
Inspections represent a particularly challenging yet relatively little-understood area in which government and business interact,
Tarik Šahović and
Cesar Cordova-Novion pointed out in this session whose topic was reforming institutions and processes charged with this important mandate within the business environment. Inspectorates make sure that laws and regulations are implemented in practice, while at the same time trying to maintain the right balance between necessary prevention and correction of irregularities and the amount of burden on business imposed by the process. The case of inspections reform in Bosnia and Herzegovina showed that efficient management of inspections and standardization of inspection control can improve the processes greatly, thereby reducing the cost to business.
In addition to reforming the process it is also necessary to reform institutions. Some of the practices countries have used include centralization of inspections and strengthening of inspectorates' independence from the regulators.
