Measuring the Impact of Reforms - Tools and Techniques
This conference workshop provided examples of tools which are used in measuring the impact of reforms. These analytical methods aim to provide an objective and systematic lens through which we can appreciate both results and issues in the complex business environments we are trying to reform. From very comprehensive assessment frameworks analyzing the multitude of factors which "make or break" the business environment, to the focused tools aimed at carefully evaluating a particular issue such as administrative burden, the participants were able to learn and discuss how reform projects benefit from results measurement. The session provided an interesting opportunity to compare and contrast different approaches to the measurement of administrative burden, as can be gleaned from the attached presentations.
